You can’t camouflage heat with air conditioning. All that AC is doing is moving heat around. All the heat that may have been showing in one area will show up in another - most likely at the outside AC unit.

I didn’t go chase down which licenses are “a valid license issued according to this chapter” but the EMTs may indeed be off the hook. The cops though?

An enterprising prosecutor could perhaps make an argument that the cops and the EMTs were practicing medicine without a license, which is a gross misdemeanor in Minnesota, punishable by up to a year in jail and/or a $3000 fine.
