I was in a friendly debate with someone who asked me this, “so you think it’s fair that I pay more for healthcare than so-and-so does, just because I worked hard and got a better paying job?”

That’s the thing. They don’t HAVE to justify it. That’s the point. Their constituents are not going to be offended by their voting down a bill that isn’t in their interest necessarily. If anything, they’ll say the bill didn’t protect the workers in their state sufficiently.

My company just offered a HSA plan alongside the regular insurance plans this last time around. No one took them, but in the fine print for the HSA it explicitly states that the money will remain for a set period of time and then be forfeited. They absolutely do expire, or at least some of them do.

And those HSAs can expire! If you put your own money into your account to pay your own potential medical expenses and then nothing comes up, for a lot of these plans the money just goes to the HSA “provider” in exchange for absolutely nothing for the person who deposited it.
