I assume the 2nd gen works with the Vita because it can vary its voltage depending on the device upto 3A. the adapter it comes with it out puts 1.5A, so I would assume any port that outputs at least 1.5A would work with the vita, which isnt the case all the time.

can confirm not a bug, even the tool tip for purple engrams noted that the item could become a blue. actually, I think it had a better chance of becoming a blue than it becoming an exotic.
