You’re oversimplifying. And besides, a 74-month loan on, say, $18,000 is still $243/mo. How many truly poor people can know for sure they’ll have that available every month for the next 74 months? A better question still may be how many poor people will qualify for a 74-month, 0% loan?

Your second paragraph is all I’m really concerned with. The kind of person who has $5k down and $5k in equity on their trade will generally not being buying a $15k Dodge Dart with 74-month financing, just based on general trends of financial management.

So lease it. What happens when the poor person has a car outside warranty with another 3 years of payments?

I would argue that a 74-month loan on any car is a dangerous financial move. You will be upside-down until your last payment.

Neither. The 500 is built poorly, very small, very slow (in non-Abarth trim), and not particularly fuel efficient, which relegates to niche status. Hatches have never been as popular in the States as elsewhere, but the Mazda3, Focus, and Golf sell reasonably well, considering.
