The way that the “crappy controls” are implemented and how players can control/modify/avoid them is the innovation there. Most other games with crappy controls are just that way as a matter of fact, and the player has no ability to avoid or affect them.
That’s kind of their point, that innovative games are rarely the most popular games. Gears 5 is popular and fun and highly polished, which is to be expected for a series that has maintained enough popularity to reach a fifth iteration. However, very little in the series is doing anything innovative.
