Totally agree. I think the bra strap goes with the tank top thing, not with an open sided shirt (which as you said is not appropriate for males or females)

I am on board with reasonable dress codes that aren't sexist, yet I've never understood the bra strap thing. Girls/women can be wearing perfectly appropriate clothes that still show bra straps.

I hate those fascist clauses because they are designed to give the administration or any one else an "out." I hear what your saying, but left to their own devices teens often make terrible choices and perhaps teaching them what is appropriate in certain places is not appropriate in others is something schools should be doing.
