A small percentage of people, the immune system doesn’t convert the way it’s supposed to.  It’s not that vaccines don’t work.  It’s that the human experience is incredibly complex, and you’re just not going to catch every single person, no matter how good the vaccine is.  But that’s what herd immunity is for.
