As many have said, comparing the passage of this and the ACA is complete false equivalency. But I also need to respectfully point out that your placement of blame on President Obama for going outside regular order and setting that precedent is also incorrect.

This is the worst Congress of the modern era, and that is really saying something. When enabling a dangerous, psychologically damaged con man is only one on a list of many sins, you know your lawmaking body is not doing a great job.

I can see how this would be a little tough to watch if you aren’t watching the other shows. But as someone who watches all the Arrowverse shows.....I was grinning through both episodes. Great action scenes, and great character beats for everyone. This was just awesome comic book fun.
