They changed the requirements. The devs acknowledged leveling up the characters was taking too long in the beta. The fact that they're taking these metrics into account is really pleasing to me. I for one have pre-ordered and am looking forward to the game.

This all assumes that the "system" is a static entity and "does what it does". This is fundamentally flawed as the premise of our government is that it is a dynamic one, both in the body of representatives and in document.
