In this case because the damage, the wheel and surround, is VERY localized it seems unlikely it was cause by collision with a vehicle. It almost looks like a suspension failure and the janky wheel caused the damage while they were coming to a stop.  More interesting to me, at least, is who is fine with just tossing

The difference (well, one of the many) is that the human can explain an action after the fact. AIs often cannot. Ever year for my middle management job at my company I have to complete a survey declaring whether or not I have any business dealings or investment with any company competitors. If I did, I would probably face serious questions from the company and could possibly lose my job or forced to take a lower level position.
