The answer is far simpler, it’s due to different markets and pricing parity. In short, the idea here is that it needs to be seen as the same price as other 3DS titles for the sake of it’s perceived value. On the mobile market, anything that is above $5 is pricey, so it’s broken up to keep the sticker shock in check.
