This makes total sense to me. You NEED Blue Tooth Low Energy in order to keep your phone/ipad/macbook constantly broadcasting this signal(which is a neccesity for hands off to work) without draining your battery. BLE is only available on Blue Tooth 4.0 so any devices that dont have it will not be supported.
