Let me offer an alternative POV...it's not actually all that grim. Certainly not nonstop. There is quite a bit of wit and black humor. It's not really like any other series (or even film) that you've seen.

The proper target for his frustration is the DA and the likely corruption that surrounds him (if he's not a key player in all that himself). If he doesn't have the balls to call out the people responsible for this travesty, he should keep his fucking mouth shut.

Um, the sheriff isn't pissed at all, actually. He questioned the mental health of the girl's mother and said she should "get over it." So while the decision ultimately rests with the DA, the sheriff is far from blameless. He's been despicable, actually.
