The villain of the Avengers movie wasn’t the Chitauri, though. It was Loki, who was even at that point a fan favorite character in the wake of ‘Thor’ and who used the Chitauri as his soldiers and henchpeople. Hawkeye was more of a villain than they were.

Steppenwolf was in Superman: TAS. Where he died within minutes of the beginning of the episode. He then showed up again brieflyin Justice League, without even a hint of a justification why he was alive because who cares.
I also think doing a CGI villain is a HUGE mistake. It’s a big reason why Age of Ultron was kinda meh, while villains like Loki, Killmonger, and hell, even the rogue Kryptonians from Man of Steel were much more interesting than a bland looking half-cartoon. It’s a reason why I’m slightly nervous about Infinity War.
Kaecilius isn’t a scrub, he just isn’t a name many (any?) people knew coming into the movie. For reasons of the comparison, Dormammu serves the same purpose in Dr. Strange as Parallax does in GL: the uber-threat that we barely see because it’s mostly a special effect.
