Since the two-parter on this past season of Discovery, I’ve been wondering if the actual premise is Geogiou setting out to dismantle S31.

They were always a legitimate government institution seen by necessary as the Starfleet brass - they were protected by Starfleet command in their very first appearance, and it was bolstered by Admiral Ross being perfectly willing to cooperate with them when it suited him.

But tonally they may have still felt too similar to 80s sitcoms.
