Y’know, I’d totally forgotten that in the original series finale, Sam’s second-to-last leap had him looking like himself again, and there was no one in the Waiting Room. It’s possible that he’s always leaping as himself from that point forward, it’s a little unclear.
Technically, the physical body of the leapee would be in the Waiting Room, but they would look like Sam.
