I think that Puerto Ricans deserve some input into whether they remain in Puerto Rico during the recovery.

So instead of using ships that are already partitioned into individual through family-sized living quarters (with running water, electricity, air conditioning, private baths, etc), it would be better to retrofit storage boxes?

Cruise ships have been used as homeless shelters. It takes very little to temporarily retrofit a ship.
