I'm assuming the meat I see labelled as horse meat in the French supermarkets here is raised for meat, not for work and then slaughtered for meat. But - actually that's just an assumption.

The main issue in Europe right now, besides the obvious accountability failures in labelling, is that the horsemeat in question is coming from horses that were not raised for meat but rather for transport or field work. The trans-border transportation laws for work horses are not as restrictive as those for livestock
