Only the Russians had guns as far as I know, and that was because they landed in Siberia so if they missed the landing target they needed something for survival purposes. Only way I can see balancing working in any MMO is have caps built in from the get go so that no faction can exceed 60% of the server's total population. Having all dailies in the zone makes it worse, but the situation on many servers in WoW was just as bad as far as daily pvp zones.
