So Maxpedition seems to be the organizer of choice for EDC people, but, while it is very functional, it is often so ugly. Anyone have any other brands or clever uses of other objects to use as a similar organizer?

How about this? The cop car gets in front of the bikes and with some sort of paint delivery system starts spraying bright pink paint all over them, marking them and their bikes for posterity?
