The tractor can definitely be on the racing surface during safety car periods, it happens anytime there is a non-red flag-worthy incident with a car that needs recovery. The issue here was that the visibility was so low that nobody could see it, and I suspect the teams might not have known it was there.

unfortunately between age and experience her window to get into F1 has probably closed. She’ll still likely have a stellar career in whatever other discipline she pursues (indycar, sports cars, et al)

Agreed, and it was also not some kind of FIA judgement call, it was the rule. It’s just nobody had bothered to understand that rule because it’s never been needed before.
