I worked at Starbucks for five years and the 6 weeks of holiday music used to drive me nuts. I’m the early years when we had control over the music, I could at least pop in the nutcracker soundtrack for an hour of relief but once the auto players were put in, I was stabby by the end of the day. 

Also, there is a negative market for recycled glass for the past few years so most glass ends up in landfills anyway. And because it weighs more and takes up more room, it’s got an added environmental footprint. The best use for recycled glass right now is as ballast.

You could make it a strict liability offense like statutory rape, which removes the knowing intent from the offense. “I believed she was 18" or “she lied about her age” are not defenses to statutory rape.
