Yes, they can. If they said they’d listened and were never reinstating the system, that would be the end of it. But they said they’d bring it back later, so there’s no other way to interpret the statement.
I hope that there’s some sort of reevaluation of the gaming industry in the near future that calls out microtransactions, season passes, loot boxes, day 1 DLC, and any other bullshit that game developers (specifically EA at this point..) are trying to push on their customers. I know that I’m wrong, but I still hope.

What does this achieve for players? Is it easier to get all the unlocks? Or is it just to make it so people can’t get the heroes they want as easily by paying money? Evens out the playing field? It still requires people to play a ton to get more chances to roll for random shit.
