I use the coast up to a stop light trick, however I also see morons in morning & afternoon traffic doing so and then accelerating at the same coast-like pace. Traffic suffers as a result.

Not at all. The only thing I can think of is if people were commuting together and others could be checking emails, etc on their laptops. But really, most people doing so are using their smartphones, which already have an internet connection.
