In comparison to what's available these days, I would agree with the author. To answer your question directly, yes, it is too big for what it is.

It’s huge to anyone to drove and remembers the Civic and Accord of the mid 1980s. I once owned a 1987 Honda Civic Wagovan... the bigger, tall-roof one. Just looking at the wheels... my old Civic had 13" wheels... the new one has 17" wheels.

I think the new Civic looks about the same as a previous gen accord coupe in terms of size. But that has pretty much always been the case; each new generation civic is similar or larger than the previous Accord. Probably due to safety regs.
