I grew up there. Earthquakes weren’t bad, i slept through most of them - building standards improved in a hurry after the Simi Valley quake. It is expensive to live there, though, unless you’re willing to live in the desert between Vegas and LA. As to the restrictive laws, it’s honestly no worse than Texas, FWIW.
