Nope, you can dismiss people when you’re grey, but it has to be someone who has replied to you AND you cannot dismiss someone if you or someone else has already replied to their comment. I’m only very recently perma-ungreyed and I dismissed people when I was in the greys.

Even if you’re in the grey, you can still dismiss someone who’s responded directly to you.
