This makes no sense at all. Whoever heard of anyone getting slapped for going beyond expectations? If GM or Kia want to meet the Federal mandate, all they have to do is meet the California one. Other markets have stricter standards, so it’s not like they don’t already have the ability to do it. This is insane.
