I just missed the part about “not anything sold in stores” did you even bother to read ANY of the articles about this issue? At all?

Most of the cases were legally sold cartridges. It’s just the fact that it’s completely unregulated, so anybody with some basic equipment and cheap ingredients (the Vit. E Acetate suspension) can make and distribute the cartridges in states with legal recreational shops.
