I think they also wanted to keep both the coupe and sedan, which means North American production. Using any 2 liter turbo varient solely for the Si in north america is a non-starter if cost matters

I think you should re-read. He replaced/rebuilt virtually every system for the long term. He used better parts. Things partially worn or known trouble spots were addressed. It was a system reboot.
