When I need a “precise” measurement I just line up the tape starting at One (1).  For example, if I need to measure a 24-inch space, I start my mark at 1-inch, and make the other end at the 25th-inch.

If you did as described, when you hooked it it would be 1/16" too short, because the tape would be to the outside of the hook, but the wood would only run to the inside of the hook, and the hook is 1/16" thick.

If you’re measuring the outside of something (your “hang the metal tab on something” scenario), you want to know the distance of the inside of the tab to the edge. If you’re measuring the inside of something, you want to know the distance from the outside of the tab.
