Well they need to product they can be associated with before the community is solidified. Also, plannign much of the PR mumbo-jumbo is part of the job. You need to plan all this stuff in advance.

A community manager's job also includes doing stuff that'll boost the ranks of that community. And judging by the coverage, how people know about respawn, their community will build up pretty quick.
