I think my point is, with a decent amount of notice (I've never gotten a fine that was due in a week) if you can't come up with $40, maybe it isn't the law's fault. Yes I know things are rough out there for some people but $40 is not a huge sum of money.
Normally I feel that this dude makes a pretty good point but this one is kind of ridiculous. If you break the law, you get punished. You try to escape that punishment, you get punished more.
