Disney parks is a separate business unit with its own P&L and executive staff.  Most all business units are structured this way - companies generally don’t just ‘move’ money between them.

No one should be surprised. How could anyone expect a company like Disney of all things to be able to afford to keep paying people. It’s just not realistic.
