If you read the Nation article I linked above, you’ll see that’s not how the $21 trillion is calculated. And yes, the accounting errors go back multiple decades, and the “plugs” of funding, which are the primary source of the errors, can far outstrip the annual DoD budget. And that’s been going on for decades.

Yes, that’s actually correct. The Pentagon has been basically cooking their books for decades, and they’ve been holding unspent money that by law has to be given back to the treasury if it’s unspent after the year it was allocated for.
