I assure you, Caesar did not have much of an army left at that point, thanks to Fallout's peculiar stealth system :-). At least, not an army left at the Legion Fort. That Ballistic Fist? Totally took it off of one of his praetorians. Shifted his line summoning the praetorians to arms from threatening to kind of sad.

New Vegas is full of these ugly choices.

The Fallout series has a fine tradition of having the "good" choice blow up in your face. In Fallout 2, for example, if you take the "good" path with the Gecko reactor quest and optimize the reactor, the ghoul inhabitants of Gecko end up getting enslaved by Vault City in the epilogue.

I can't say it's flat out the ugliest choice I've had to make, but — in Wasteland 2, the choice between saving the Ag Center or saving Highpool. You can't save both, and the game rakes you over the coals, regardless of how you choose.
