Bingo. Everyone hears 260 warheads and thinks of destroyed US cities. But a first strike needs to knock out C&C and launch facilities, not civilian population centers. In the game of nuclear war, they have a decent deterrent. A first strike against the US or Russia would be suicidal and pointless.
