There’s no mention in Janeway’s entry of her being a former engineer, only a junior then chief science officer. That’s doesn’t mean she wasn’t ever an engineer, but there’s no concrete evidence that I’ve found. Alas.
I remember Sisko talking about starting out in Engineering and being moved over to command. I don’t remember that from Janeway, only that she was a science officer. Again, there might have been some overlap, but if we’re technical I don’t think she ever wore gold, only blue.
