The IIHS is an independent non-profit. I believe they buy their test cars through dealerships like anyone else would, similar to Consumer Reports.

Because they test standard production models. Also, probably a bigger PITA (read: more expensive) to create a special process that circumvents painting/finishing than it costs to just paint them.
