It’s hard to conceive of a play test that can rival a multi-million person player base.
Lots of characters eat ults, and some even easier. Reinhardt’s shield destroys Soldier & McCree’s ults, anyone who can shoot a tire destroys Junkrat’s, any shield with any amount of hit points blocks D.Va’s ult, Ana’s sleep dart destroys any duration-based ult, etc., etc.
Not true. She’s in a good place now re: Reinhardt, Road Hog and Zarya. Winston could use a buff, but he was nerfed late in beta because stacking Winstons was so good. Now that you can’t stack him (in Competitive), I could see them buffing him a bit.

A single-player campaign would either need to be balanced for 22 and counting characters, or force characters into using specific pre-chosen ones. Neither is a particularly good choice.
