It’s been around for a while, since January 2017, It’s a group of Brits. I can't remember where at though.
They are very bright (which is why it's a motoring offence in the U.K. to drive with them on and it's not foggy) and make your vehicle more visible to road users coming upon you from the rear, even if it doesn't show exactly where you are from a distance, it let's them know you are close and to be aware.
It’s not difficult to add one and they can be quite visually discreet these days.
It really depends on the vehicle age and category but newer vehicles have to have the functions separated.
