It literally comes down to how it was done . If the vin plates were removed off the old car and put on a new car it's considered title fraud. If as much of the original car was salvaged as possible then it's considered a restoration

Truth is i'm an engineer that manages a few million square feet of government facilities (from jails and courthouses to DSS offices) and have thought about going back to school to pick up a law degree but have been told right now law degrees and MBAs with no experience in the field isn't really a smart idea
