Actually, they are just Russian as Fuck, because they are... well Russians. They don't get the days off for snow, or well, anything really, you know b/c its Russia. Happens here in Brazil too. But instead of layering on top of snow (impossible here, as it is summer 24/7), they use low quality asphalt. The first "mid-heavy" rain and the cracks are open. But instead of streets they do that on freeways, etc...

Same thing can be said about American roads as well as most of the consumer goods. If things were made to last people would be out of jobs.
Same thing in New York City. Our roads suck. Period. And those contractors love to make a buck all year round.
As a matter of fact, this reminds me of a Russian saying (which rhymes nicely in Russian), "We have only two problems — fools, and roads." :)
The roads are cracked in Russia, and the buildings all need maintenance.
BUT their taxes are lower than ours, and they have national healthcare. GOOD national healthcare.
