Actually, touching even when clothed would be considered sexual abuse which is a crime. There is no way to know where he touched her and he was, apparently, smelling of booze when she awoke.

Wow, that's very little to you? There are a large number of incidents cited by both women, separately, many of which were clearly sexual harassment which IS illegal but may not be crimes. I think that causes a lot of confusion because a number of incidents seem to be criminal.
For instance, one of the incidents was
