The people in the car should definitely go to the police and file charges, especially with such damming video proof. Just because the tow truck wasn’t successful doesn’t mean they’re not guilty of committing a crime!

Get a judge to impound that truck, ASAP.

Tow driver should be cited and company should lose license/permit to operate. This could have easily escalated into something dangerous!
