I would say in this case it’s just as likely the project managers knew exactly how long it should take, but the word from above was “get it done by (apparently 30 days) or you’re fired/demoted”, so that’s what it was. To me this debacle stinks of upper management interference. I wouldn’t lay all of this on middle…

My current car may be old, but it’s paid for, works fine, and does everything I ask of it. Why would I want to take on a car payment? In a couple of years I may be in a different boat, but in the meantime I can bank what I’m not paying on a car note.
You joke, but there was a more or less bought and paid for light rail system ready to go for the Cincy-Columbus-Cleveland corridor about a decade ago (including buying an entire fleet of used trains from the Spanish govt.) and the governor pulled the plug right before construction began.
We can’t even build pipelines currently that don’t occasionally spill their contents all over the place, so making a hundreds of miles long sealed and depressurized tube network should be easy, right?!
