I *think* it won’t unless the game is patched to recognize the new hardware. The Pro will probably down-clock to avoid compatibility issues with older software. However, developers could certainly patch software to identify itself as NEO ready.

HDD transfers don’t work on PS hardware. At best, you can do a backup and restore. But you still have to install the OS and login first.
