Having worked in similar contract positions, I'm guessing it's a combination of not being familiar with the infrastructure of the host company, and her direct employer probably discouraging her taking time away from "her post".

I think the certainly rhetorical question you're responding to is probably pointing out the absurdity of what they are investigating and what they aren’t.

It seems pretty counter intuitive to charge her with stealing something that she appears to have gone out of her way to avoid having in her possession.
