If nothing else, ROTS has Ian McDiarmid shoving gobfuls of scenery down his throat at any given moment, along with Hayden Christensen's whininess and awful dialogue taken to its most laughable extremes.
I would argue that while RotS is probably the more narratively and structurally incompetent film, AotC is the more unwatchable film as it is absolutely and completely dull, while RotS is a very watchable trainwreck.
I honestly found TPM to be the best of the three, largely because its nonsense feels self-contained and it's the only one that used a significant amount of sets and location shooting.
