Overall, Toronto. But when you look at how many people actually live there, it isn't even close. It's Winnipeg by a mile. There are very few areas in Toronto where I wouldn't go alone or at night. In Winnipeg you can actually call 411 to have a security gaurd walk with you to your destination.

Personally I view this the way most people viewed the Wright brothers. It seems reasonable that it could work, but it seems a sudden leap, and bearing their secrecy in mind, there seems to be a good chance it's BS.
What it demonstrated and what it was meant to do are 2 different things. The Spruce Goose was designed to fly properly. It COULD HAVE flown out of ground effect had Hughes wanted to. The Ekranoplan was designed specifically as a ground effect vehicle. It could not go beyond ground effect. It was not an airplane.

Because the Ekranoplan is not actually an aircraft on the same level as these... It is a ground effect vehicle. It is closer related to the hovercraft than the airplane, despite looking like an airplane.
